I have encountered these at rest stops in some rural areas. What really stood out to me about it was that they were not being sold up at the counter. No, they were being sold in the bathrooms, out of little vending machines like the ones you'd usually get tampons or pads out of. Thus implying that these were critical bathroom supplies in some way
